課税ベース防御の国連ハンドブックが出ていた

United Nations Handbook on Selected Issues in Protecting the Tax Base of Developing Countries (2015)である。Brian Arnold教授とHugh Ault教授が中心となり, Peter Barnes, Graeme Cooper, Wei Cui, Peter Harris, Jinyan Li, Adolfo Martín Jiménez, Diane Ring, Eric Zoltの各教授が分担して、BEPS対応の主要論点を検討している。

ちょうどいま、エチオピアのAddis Ababaで、Third International Conference on Financing for Developmentをやっていて、そこで税制について会合が開かれている。今週のThe Economistも、これにあわせて、Financing development: Beyond aidという巻頭記事に続いて、Financing development: Tax them and they will growという記事を出していたところ。Seth Terkper、がんばれ。
